| Back on the surface, the winter sky arches overhead and other divers are milling around in the shallows preparing to submerge. Included in the crowd is Laura Dillman Moffatt, who is perhaps, the most accomplished female diver in the Phoenix metropolitan area and is also a certified Dive Master. She is easily recognizable with her pink scuba tanks. When asked about the winter scuba diving at the lake she says, "I would be hard to live with if I had to stay out of the water just because it was cold. Besides the best diving happens in the winter and spring." She goes on to say, "I love watching the nesting bass in the spring."
In January of 2010, Montreal CTV news ran a story about women in her 80's who suffering from Alzheimer's. This woman wandered out of her home without her families' knowledge and was later found frozen to death behind a strip Mall on St. Laurence Blvd. A second tragic death occurred the winter of 2010, when again another 73 year old woman wandered away from her home and was found dead near the Hippodrome de Montreal. The families of course were distraught and the public worried about safety for mentally ill individuals and people suffering with Alzheimer's or other forms of dementia.

I now try to integrate my proposal into a larger initiative. I'm using the visibility it gave me to connect to other people with the same concerns and hopes on the need for a better human potential development measurement. I think there's room for further formalism and prototyping from real data in this area, but this requires funding of some sort. Ideas that are not implemented in the end are just ideas, not innovations that's nice, but a bit worthless. I hope we can move to the next step, and have already started to connect to other Challengers to evaluate if there's enough momentum to further build something concrete out of our respective ideas, expertise and networks. I am also a solver for this challenge and so have put some thought into the problem. There are a couple of questions for you to think about as you move forward with your index: 1) how are you going to measure the HDP in places where computerized idea networks are not as prevalent? could you not simply measure the number of computers or internet connections in a population and arrive at the same result? 2) merely sharing ideas is not the same as implementing them so how do you measure the difference between society A where 10,000 people discuss an idea but never try to operationalize the idea and society B where only 50 people discuss the idea but then develop the idea to a technology that everyone in society B can enjoy: society A would appear to be developing more human potential, if measured by knowledge sharing, but in fact society A is the one where the human potential is being developed more fully, of measured by applied knowledge.
